Animal activity licensing fees
The fees for each licence activity are set out below and cover the entire length of the licence regardless of whether it lasts for one, two or three years (with the exception of hiring out horses). A two-tier fee system has been implemented for animal licensing fees. These are broken down into application fee and grant fee.
Application Fee – you will need to submit a fully completed application form along with any supporting documents and pay the application fee. This fee covers the processing of your application and the initial inspection.
Grant Fee – If you are able to demonstrate that you meet the new licence conditions, you will need to pay the grant fee in order to validate and receive your licence.
Providing more than one of the licensable activities –If you offer more than one of the licensable activities, these will be charged at an additional cost per activity*.
*The application and grant fee payable will be the licensable activity that attracts the highest cost, with an additional cost for subsequent licensable activities.

*Vets/Specialist fees must be covered by the applicant in the event that expert knowledge is required in order to determine and issue the licence.
** Vets fees must be covered by the applicant. Riding establishments require an inspection annually. Harborough District Council pay the vets fees and recharge this cost to the applicant. We will require the invoice to be paid by the applicant before issuing the licence. If the applicant obtains a two or three year licence, they will be required to pay the invoice for vets fees in the second and third year.
*** Vets fees must be covered by the applicant. Dog breeders have one initial inspection from a vet. Upon renewing the licence, a vet inspection will not be required. Harborough District Council pay the vets fees and recharge this cost to the applicant. We will require the invoice to be paid by the applicant before issuing the licence.
