Planning forms
You can apply for planning permission online via the Planning Portal website, which guides you through your application, offering help and guidance. You can purchase any maps and site location plans required to support your application from the Planning Portal website, upload supporting documents and pay the correct fees online.
Alternatively, you can choose to submit your planning application in paper form by downloading and printing the appropriate form and guidance notes using the Planning Portal Paper Form Chooser. You will find a list of the common types of application forms with a brief description of when each form should be used below. Certain types of application forms are not available through the Planning Portal online system or Paper Form Chooser, a list of these can be found here.

Certificate of ownership notices
Please make sure to sign the relevant Certificates (A, B, C or D) when completing you planning application form.
Failure to sign the relevant certificate will result in delays in your application.
- Certificate A - If you are the sole owner of the land to which the planning application relates please complete certificate A.
- Certificate B - If you are not the sole owner of the land, or any part of the development is outside land in your ownership, please sign certificate B. You will also need to serve a notice on each of the owners known as Notice 1. For householder developments please use Notice 1 HH.
- Certificate C - If you know some but not all of the land owners, then you need to sign certificate C and serve Notice 1 on the known owners (Notice 1 HH for householder applications). You will also need to advertise the application in the local newspaper and Notice 2 can be used as a template.
- If you do not know the names and addresses of none of the owners/and/ or agricultural tenants complete certificate D and use Notice 2 to advertise in the local newspaper.
Please note a copy of the relevant Notice must also be submitted with your planning application.

Please find below a list and description of some of the commonly requested planning application forms. You can download application forms and guidance notes using the Planning Portal Paper Form Chooser. Certain types of application forms are not available through the Planning Portal online system. Householder development
- Householder - for works or extension to a dwelling (where these are not classed as permitted development).
- Householder and demolition (conservation area) - for works or extension to a dwelling involving demolition of an unlisted building or structure in a conservation area
- Householder and listed building consent - for works or extension to a dwelling which are or involve alterations, extension or demolition of a listed building.
- Prior approval: larger home extension- PLEASE NOTE- only applicable as an application to determine if prior approval is required for a proposed larger home extension under the Town and Country Planning (General Permitted Development) (England) Order (GPDO) Schedule 2, Part 1, Class A)
Full planning
- Full planning permission - the standard type of planning permission where full details of the proposal are submitted for consideration. This form is also for Change of Use applications
- Full planning permission and demolition (conservation area) - for development within a conservation area involving demolition of an unlisted building or structure, where full details of the proposal are submitted for consideration.
- Full planning permission and listed building consent - for development involving the alteration, extension or demolition of a listed building, where full details of the proposal are submitted for consideration.
- Full planning permission and advertisement consent - where the development proposals include signs, fascias etc for which advertisement consent will be needed, where full details of the proposal are submitted for consideration.
Outline planning
- Outline planning permission (some matters reserved) - to establish whether development is acceptable in principle, with some detailed matters submitted for consideration and others reserved for a later application.
- Outline planning permission (all matters reserved) - to establish whether development is acceptable in principle with all detailed matters reserved for a later application
Applications relating to existing consents
- Approval of reserved matters- to submit detailed matters for consideration following a grant of outline planning permission.
- Removal or variation of a condition - following the grant of a planning permission, to remove or vary conditions attached to that planning permission.
- Approval of details reserved by a condition - to submit details for approval that are required by a condition(s) on a grant of planning permission.
- Non-material amendment - to make a non-material (minor) amendment to an approved scheme following a grant of planning permission.
Lawful Development Certificates (Certificate of lawfulness)
- Lawful Development Certificate (existing use or development) - where confirmation is required that an existing use or development is lawful for planning purposes.
- Lawful Development Certificate (proposed use or development) - where confirmation is required that a proposed use or development is lawful for planning purposes.
Prior approval- change of uses
Please refer to the relevant class of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), (GPDO) Schedule 2, Part 3.
- Prior approval: change of use- retail to restaurant/café - application to determine if prior approval is required for a proposed change of use from shops (A1), financial and professional services (A2), Betting offices, pay day loan shops or casinos (Sui Generis uses) to restaurants and cafés (A3)
- Prior approval: change of use- retail/takeaway to dwellinghouses- application to determine if prior approval is required for a proposed change of use from shops (A1), financial and professional services (A2), takeaways (A5), Betting offices, pay day loan shops or launderettes (Sui Generis Uses); or a Mixed Use combining use as a Dwellinghouse (C3) with the above uses or to Dwellinghouses only, and for building operations reasonably necessary for the conversion
- Prior approval: change of use- agriculture to dwellinghouses- application to determine if prior approval is required for a proposed change of use of agricultural buildings to dwellinghouses (C3) and for building operations reasonably necessary for the conversion
- Prior approval: change of use- agriculture to flexible commercial use- application to determine if prior approval is required for a proposed change of use of agricultural buildings to a flexible use within shops (A1), financial and professional services (A2), restaurants and cafes (A3), business (B1, storage or distribution (B8), hotels (C1) or assembly and leisure (D2)
- Prior approval: change of use- agriculture to school/nursery- application to determine if prior approval is required for a proposed change of use of agricultural buildings to state-funded school or registered nursery
- Prior approval: change of use- offices to dwellinghouse- application to determine if prior approval is required for a proposed change of use of offices (B1a) to dwellinghouses (C3)
- Prior approval: change of use- light industrial to dwellinghouses- application to determine if prior approval is required for a proposed change of use from light industrial (B1c) to dwellinghouses (C3)
- Prior approval: change of use- retail/takeaways to offices- application to determine if prior approval is required for a proposed change of use from shops (A1), professional and financial services (A2), takeaways (A5), betting offices, pay day loan shops or launderettes to offices (B1a)
Prior approval- new development
Please refer to the relevant class of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (GPDO)
- Prior approval: building for agricultural/forestry use- application to determine if prior approval is required for a proposed: erection, extension or alteration of a building for agricultural or forestry use (GPDO Schedule 2, Part 6)
- Prior approval: private road for agricultural/forestry use- application to determine if prior approval is required for a proposed: formation, alteration or maintenance of private ways for agricultural or forestry use (GPDO Schedule 2, Part 6)
- Prior approval: excavation/deposit wate for agriculture- application to determine if prior approval is required for proposed excavations or deposits of waste material reasonably necessary for the purpose of agriculture (GPDO Schedule 2, Part 6)
- Prior approval: roof mounted solar PV on non-domestic buildings- application to determine if prior approval is required for proposed: installation, alteration or replacement of other solar photovoltaics (PV) equipment on the roofs of non-domestic buildings (GPDO Schedule 2, Part 14, Class J)
Prior approval- demolition
Please refer to the relevant class of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (GPDO)
- Prior approval: demolition of buildings- application to determine if prior approval is required for demolition of buildings (GPDO, Schedule 2, Part 11)
Other Consents
- Planning permission for demolition (conservation area) - where the building or structure to be demolished is in a conservation area and no other works are proposed.
- Demolition in a conservation area- application for planning permission for relevant demolition in a conservation area.
- Listed building consent - application for listed building consent for alterations, extension or demolition or a listed building. If planning permission is required please use the above relevant planning application forms with joint listed building consent.
- Advertisement consent - where permission is required to display advertisements, signs, fascias, panels etc (whether illuminated or not)
- Hedgerow Removal Notice - where permission is required to remove all or part of a protected hedgerow
- Tree works - application to fell or carry out works to a tree or trees protected by a Tree Preservation Order and/or in a conservation area.
