Neighbourhood Plan Review |
In December 2023 Arnesby Parish Council asked Harborough District Council to screen the draft Arnesby Review Neighbourhood Plan for the requirement fo undertake a Strategic Environmental Assessment. In January 2024 the screening assessment was sent to the statutory consultees for their opinion. The screening assessment outcome was that a full SEA was not required for the Arnesby Review Neighbourhood Plan as the policies would not have a significant detrimental affect on the natural and historic environments. The statutory consultees were consulted and the SEA determination is shown below The following documents were submitted by the Qualifying Body for examination in May 2024.
The Qualifyign Body has submitted their statement fo modifications and consider that the review plan requires examination but not referendum as the modifications are material but do not change the nature of the plan. |
Referendum |
ExaminationThe Independant Examiner, Mr Andrew Ashcroft, was appointed by Harborough District Council to undertake the Examination of the Arnesby Review Neighbourhood Plan. The Examiners report was received on 22 October 2024 and recommended that with some minor modifications the Plan met the Basic Conditions and should proceed to Referendum. Read the Examiner report into the Arnesby Neighbourhood Plan ReferendumThe Arnesby Neighbourhood Plan and Examiners report was approved by the Director for Planning and the Portfolio Holder for Planning for referednum on 23 January 2025. All of the Examiners suggested modifications were accepted by the Council and the Qualifying Body.

The following documents were submitted by the Qualifying Body for examination in May 2024.

The Council has considered the modification to the Arnesby Neighbourhood Plan and has provided the following statement of modificaitons. The Council agrees that the modificaitons are material but do not change the nature of the Plan. The Examiner will be provided with all documentation. The Regulation 16 Consultation ended on 21 August 2024. ExaminationWith agreement from the Qualifying Body, Harborough District Council appointed Andrew Ashcroft for the examination of the Arnesby review neighbourhood plan. The first process note was received from the Examiner on 28 August 2024. The note was sent to the Qualifying Body who confirmed that they wished the examination to proceed as set out by the Examiner. The examiner determined that the Plan would require examination and referendum.

Approval of Neighbourhood Area |
Arnesby Parish Council, as the relevant body, applied for the designation of the Arnesby Neighbourhood Area. The application was published for a six week period ending on 3 August 2016 and was approved by the Portfolio Holder for Planning Services on 4 August 2016.
