Application for Designation of Lubenham Neighbourhood Area

In June 2021 Harborough District Council (‘The Council’) received an application from Lubenham Parish Council for an amendment to the designation of the Lubenham Parish Neighbourhood Area

Lubenham Parish Council is the Qualifying Body for the purposes of Neighbourhood Planning and the Neighbourhood Area for Lubenham Neighbourhood Plan was originally designated on 10 June 2013.

After a 6 week publicity period between 1 Sept and 13 Oct 2021 the Council did not receive any comments relating to the application for the amendment to the Neighbourhood Area.

Reason For Designation

The reasons given for the amendment to the Neighbourhood Area are:

  • The proposed changes to the Parish boundary in the Reorganisation of Community Governance Order made on 21 Sept 2021, which excludes the North West Market Harborough Strategic Development Area (SDA) and Showground.
  • The modification (shown on the attached map) will allow for the forthcoming review of the Lubenham Neighbourhood Plan to have coverage that is consistent with the new Parish boundary. The Parish Council does not believe there will be any adverse consequences of such a modification given that the SDA already benefits from planning permissions (and a Masterplan).
  • Lubenham Parish would still be able to maintain the Area of Separation as part of the Neighbourhood Plan review.
  • It would allow the Lubenham Neighbourhood Plan review to remain focused on rural planning issues.

The Council agrees that the amended Lubenham Neighbourhood Area is a logical amendment given the local circumstances and the Reorganisation of Community Governance Order made on 21 Sept 2021(Plan attached to this notice).

Copies of the application letter and plan of the Neighbourhood Area can be viewed on the Council website as per part 2 Regulation 6 of the Neighbourhood Planning (General) Regulations 2012.

The amended Lubenham Neighbourhood Area was designated by the Portfolio Holder for Planning on 22 October 2021

Harborough District Council (‘The Council’) has  received an application for designation of a Neighbourhood Area from Lubenham Parish Council. Lubenham Parish Council is the Qualifying Body for Neighborhood Planning in Lubenham Parish for the purposes of section 61G of the 1990 Act and the application is in compliance with Part 2 Regulation 5 of the Neighbourhood Planning (General) Regulations 2012.          

Copies of the application letter and plan of the proposed, amended Neighbourhood Area are attached as per part 2 Regulation 6 of the Neighbourhood Planning (General) Regulations 2012.

Any representations concerning this application should be made by 13 Oct 2021 that being 6 weeks from the date on which the area application was first published.
