The Tur Langton Neighbourhood Plan Examiners Report was submitted to Execuitve Committee on 25 April 2019 to consider all the recommended modifications and to consider and approve the date of the referendum.

The Executive Committee meeting approved all of the Examiners recomended modifications and set the referendum date as  the 27 June 2019 .

Examination

Submission of Tur Langton Neighbourhood Plan

Tur Langton Neighbourhood Plan was submitted by Tur Langton Parish Council, as the Qualifying Body, to Harborough District Council for examination on 4 July 2018. A validation check has been completed.

Regulation 16 Consultation

In accordance with the regulations the dates for the Regulation 16 consultation were between 22 August  and 3 October 2018. Representations were sought from stakeholders and other consultees and all representaions have been forwarded to the Examiner.

Strategic Environmental Assessment

Tur Langton Parish Neighbourhood Forum asked the LPA to screen the Tur Langton NDP for requirement for a Strategic Environmental Assessment (SEA). A screening report was provided in July 2017 for the pre submission version of the Plan. Statutory Consultees were asked for their comments . Natural England and the Environment Agency confirmed that they did not consider a full SEA was required for the Plan. A response was not received from Historic England.

The determination will shortly be issued by the LPA in 2018 now the submission version of the Plan has been received on whether in the opinion of the LPA a full SEA is required for the Tur Langton Neighbourhood Plan. The SEA screening documents can be found below

SEA Screening Report July 2017 (1.42MB)

The District Council has now completed its determination for the requirement for an SEA for the Tur Langton Neighbourhood Plan. The Authority has determined that a full SEA is not required because, in the opinion of the Authority, there will not be significant detrimental effects to either the natural or historic environment

The Examiners Report

The final Examiners Report was received by Harborough District Council on 22 February 2019.

The report recommended that the Plan proceed to Referendmum with some modifications. The District Council Executive Committee will  consider all of the modifications at the meeting on 25 April 2019 and the action to be taken for each of them. The Referendum date will also be set by the Executive Committee. 

 

Approval of Neighbourhood Area

Tur Langton Parish Council, as the relevant body, applied for the designation of the Tur Langton Neighbourhood Area. The application was published for a six week period ending on 27th April 2015 and was approved by the Portfolio Holder for Planning Services on 6th May 2015.

Regulation 14 Consultation
