At its meeting of 12 June 2017 the Councils Executive accepted all of the Examiners recommendations and approved the North Kilworth Neighbourhood Plan to proceed to Referendum. View the specified documents below

The date for the North Kilworth Neighbourhood Plan Referendum was 20 July 2017. The North Kilworth Neighbourhood Plan received a 'yes' vote at referendum.

North Kilworth Referendum Result

Following a positive referendum result Harborough District Council is publishing its decision to 'make' the North Kilworth Neighbourhood Development Plan part of Harborough District Councils Development Plan in accordance with Regulation 19 of the Neighbourhood Planning (General) Regulations 2012.

The referendum held on 20 July 2017 met the requirements of the Localism Act 2011; it was held in the Parish of North Kilworth and posed the question:

'Do you want Harborough District Council to use the Neighbourhood Plan for North Kilworth to help it decide planning applications in the Neighbourhood area?'

The count took place on 20 July 2017 and greater than 50% of those who voted were in favour of the Plan being used to help decide planning applications in the plan area. The results of the referendum were:

North Kilworth Neighbourhood Plan was submitted for examination on 10 October 2016 underwent the Regulation 16 consultation between 10 November 2016 and 22 December 2016. A Neighbourhood Plan Examiner has been appointed by Harborough District Council and the examination is expected to commence in early 2017.

Examination

An Independent Examiner, Mr Nigel McGurk, was appointed by Harborough District Council with agreement from the Qualifying Body. The Examination was by written representations only.

The Examiners report has been submitted to Harborough District Council. A copy of the Examiners Report has been sent to the Qualifying Body.

Harborough District Council Executive will consider North Kilworth Neighbourhood Plan on 12 May 2017 and determine whether to accept all the recommendations made in the Examiners report and for the Neighbourhood Plan to proceed to Referendum.

North Kilworth Parish Council, as the relevant body, applied for the designation of the North Kilworth Neighbourhood Area. The application was published for a six week period ending on  27 January 2014 and was approved by the Portfolio Holder for Planning Services on 29 January 2014.
