ExaminationThe Independant Examiner, Mr Chris Collison, was appointed by Harborough District Council to undertake the Examination of the High Leicestershire Neighbourhood Plan. The Examiners report was received on 8 November 2024 and recommended that with some minor modifications the Plan met the Basic Conditions and should proceed to Referendum. Read the Examiner report into the High Leicestershire Neighbourhood Plan ReferendumThe High Leicestershire Neighbourhood Plan and Examiners report was approved by the Director for Planning and the Portfolio Holder for Planning for referednum to be held on 23 January 2025. All of the Examiners suggested modifications were accepted by the Council and the Qualifying Body.

Strategic Enviuronmental Assessment (SEA)Tilton on the Hill Parish Council (as the qualifying Body) asked Harborough District Council to undertake a screening assessment for the purposes of SEA requirement. The Statutory Consultees were asked for comment on the screening report and their responses and conclusions can be found in the determination of the Council.
Regulation 14 Consultation Tilton on the Hill PC (the Qualifying Body) held their pre submission (Regulation 14 ) consultation from 22 Jan until 4 March 2024. Submission of PlanThe High Leicestershire Neighbourhood Plan was submitted to the Council by Tilton on the HIll Parish Council (the Qualifying Body) on 28 June 2024. After checks and validation of the submission documents the Plan will be made available for Regulation 16 consultation. Read the following submission documents

Regulation 16 ConsultationThe dates for the consultation were between 24 July 2024 and 4 September 2024. Harborough District Council, with the agreement of the Qualifying Body, have appointed Chris Collison to carry out an examination into High Leicestershire Neighbourhood Plan. All representations received during the consultation period have been forwarded to the appointed Examiner and have been made publicly available. In order to meet the Basic Conditions, the Plan must:

Tilton on the Hill and Halstead Parish Council, as the relevant body, applied for the designation of the High Leicestershire Neighbourhood Area. The application was published for a six week period ending on 9 November 2016 and was approved by the Portfolio Holder for Planning Services on 16 November 2016.
