Referendum Result

A referendum was held on 21st June 2018 and a ‘yes’ vote was returned with 343 out of

358 persons that voted, voting ‘to use the Neighbourhood Plan for Great Bowden to help it decide planning applications in the Neighbourhood area.’

Final Decision Statement

Harborough District Council has assessed that the Great Bowden Neighbourhood Plan, including its preparation, does not breach, and would not otherwise be incompatible with, any EU obligation or any Convention rights (within the meaning of the Human Rights Act 1998).

In accordance with the Regulations and the Council's scheme of delegation the Great Bowden Neighbourhood Development Plan is 'made' and planning applications in the Parish must be considered against the Great Bowden Neighbourhood Development Plan, as well as existing planning policy, such as the Harborough District Core Strategy and the National Planning Policy Framework and Guidance.

Referendum Result

The referendum held on 21st June 2018 met the requirements of the Localism Act 2011; it was held in the Parish of Great Bowden and posed the question:

'Do you want Harborough District Council to use the Neighbourhood Plan for Great Bowden to help it decide planning applications in the Neighbourhood area?'

The count took place on 21st June 2018 and greater than 50% of those who voted were in favour of the Plan being used to help decide planning applications in the plan area. The results of the referendum were:

Submission of Great Bowden Neighbourhood Plan

Great Bowden Neighbourhood Plan was submitted by Great Bowden Parish Council to Harborough District Council for examination on 29 August 2017. A consultation in accordance with Regulation 16 of the Neighbourhood Planning Regulations will take place between 27 September 2017 and 8 November 2017.

Strategic Environmental Assessment (SEA)

Following submission of the Plan by the Qualifying Body and consultation with the statutory consultees, the Local Planning Authority has determined that a full SEA is not required as part of the preparation of the Great Bowden Neighbourhood Plan.

Mrs Rosemary Kidd was appointed as Independent Examiner for the Great Bowden Neighbourhood Plan on 23 November 2017. All representations and other documents were forwarded to the Examiner by the LPA.

Great Bowden Parish Council, as the relevant body, applied for the designation of the Great Bowden Neighbourhood Area. The application was published for a 6 week period ending on 27 November 2015 and was approved by the Portfolio Holder for Planning Services on 5 December 2015.
